Who's selling, and who gets their weight

One sale per 7 days of up to 80% of a hotkey's 7-day base emission is free. Larger or more frequent sales lower its weight: sell multiplier max(0.60, 1 − 2 × excess ÷ 7-day emission) times frequency multiplier max(0.10, 1 ÷ (1 + 1.5 × (sales − 1))). Alpha sold above the threshold becomes debt that follows the coldkey. The weight removed goes to other coldkeys' hotkeys at ×1.00, in proportion to the share of their emission they kept.
